The whole town sits on the Missouri River bottom — young alluvial clay the river dropped and never finished settling — kept dry only by a levee. The water table is close to the surface, and a slab poured on raw river-bottom without deep base work will settle, pump, and crack no matter how good the mix is.

River-bottom alluvium and engineered fill behind a levee need a base built for wet, moving ground, and drainage designed into every pour. Retaining walls handle the grade where the bottomland meets the bluff. And when a slab on unproven bottom has already gone, concrete repair and overlays and resurfacing address the surface after the base is corrected. The levee keeps the Missouri out of town, but it does nothing for the water already in the ground or the rain that falls behind it. On a floodplain, water has nowhere low to go, so every slab has to move its own runoff and every base has to survive a subgrade that stays damp. A driveway or lot poured flat on the Riverside bottom does not drain — it holds water at the surface and softens underneath.

That is why we design fall, drainage, and base depth together on Riverside work rather than treating drainage as a finishing detail. Floodplain lots here also carry their own paperwork: elevation certificates and floodplain review that a crew from higher ground will not expect. Jobs that disturb an acre or more fall under Missouri land-disturbance rules through the MoDNR — Riverside is in Platte County, on the Missouri side, so Kansas rules do not apply.
